This is the skill of infrastructure: constructing roads, retaining walls, ditches, earthworks and similar projects, and for urban planning and layout. To have a city that isn't haphazardly constructed—with roads that go wherever there isn't a building—or to build roads that are more than glorified trails, you need a skilled civil engineer.
